MINUTES OF THE ORGANIZATIONAL MEETING
OF THE 1993-1995 CHAPEL HILL
TOWN COUNCIL, TUESDAY, DECEMBER 7, 1993 AT 7:30 P.M.
Mayor Broun called the meting to order
at 7:32 p.m. Council Members in
attendance were Julie Andresen, Joyce Brown, Joe Capowski, Mark Chilton,
Barbara Powell, Alan Rimer, Rosemary Waldorf and Alan Rimer. Council Members-Elect in attendance were Pat
Evans, Lee Pavão and Jim Protzman. Also
in attendance were Town Manager Cal Horton, Assistant Town Managers Sonna
Loewenthal and Florentine Miller and Town Attorney Ralph Karpinos.
Mayor Broun stated that this evening
offered an opportunity to honor three Council Members who had served the Town
well.
COUNCIL MEMBER WERNER MOVED, SECONDED
BY COUNCIL MEMBER RIMER, TO ADOPT THE MINUTES OF NOVEMBER 8TH AND 15TH AS
PRESENTED. THE MOTION WAS ADOPTED
UNANIMOUSLY (9-0).
Remarks by Members of 1991-1993
Council
Council Member Andresen said she had
enjoyed her eight years on the Council.
She stated that the Town's decisions were inextricably becoming more
closely linked with those of the City of Durham. Council Member Andresen stated that the best way for Council
Members to gain experience was to listen very hard, concentrate and meet and
speak with members of the public.
Noting that a few mistakes would be made from time to time, she
emphasized the importance of keeping the interests of the whole Town in mind
during the decision-making process.
Council Member Andresen expressed her thanks to her Council colleagues.
Council Member Rimer said he had
enjoyed his service on the Town's Planning Board and Council as an opportunity
to serve all of the community's residents.
He noted that a number of issues including regional planning and
landfill matters would continue to merit the Council's attention in the
future. Council Member Rimer expressed
gratitude to the Town Manager and staff for assistance on a variety of issues. He also noted that Council Members, as
stewards of the Town's tax dollars, worked for all residents. Council Member Rimer said he was very
grateful for having had the opportunity to serve as a Council Member.
Noting that the 1991-1993 Council had
accomplished a great deal, Council Member Werner said he thought it was time
for new Council Members to present their ideas for the Town. He stated that a number of contributors to
the Town were in attendance this evening including J.R. Manley, Jean and Pearson
Stewart, Jonathan and Mary Howes, Robert Humphreys, R.D. Smith and Art and Kani
Hurow. He added that Town Manager
Horton had assembled a competent and helpful Town staff to make sure that tax
dollars were expended responsibly.
Council Member Werner also expressed appreciation to former Council
Members R.D. Smith, Jonathan Howes, David Pasquini, Nancy Preston and the late
James C. Wallace. He expressed
assurance that the new Council would ably carry out its stewardship to the
community. Council Member Werner also
thanked his family, son Jake, daughter Becky and wife Bea Hughes-Werner, for
their ideas and faithful support during his service on the Council.
Council Member Brown expressed
appreciation to Council Members Andresen, Rimer and Werner for their service to
the Town.
Council Member Capowski commended
Council Member Werner for having the logical mind of an engineer coupled with
very good communication skills. Council
Member Capowski said he was pleased that Council Member Werner had agreed to continue
serving on the Stormwater Management Committee. Council Member Capowski said everyone owed a debt of gratitude to
Council Member Andresen for her neighborhood conservation efforts and service
on the OWASA Board of Directors.
Council Member Capowski thanked Council Member Rimer for his efforts
pertaining to intergovernmental relations, particularly his service with the
Triangle J Council of Governments.
Council Member Chilton noted that the
Council was losing over twenty years experience between retiring Council
Members Andresen, Rimer and Werner. He
thanked the Council Members for their community service.
Expressing her appreciation for their
sharing of knowledge and experience, Council Member Powell said she would call
on Council Members Andresen, Rimer and Werner for their guidance in the future.
Council Member Waldorf thanked Council
Members Andresen, Rimer and Werner for their courage and dedication to the
Town. Council Member Waldorf said she
looked forward to talking to all three in the future.
Mayor Broun noted that although the
Town was losing twenty total years of wisdom and experience on the Council, he
expected that the incoming Council would also do a good job to serve the
community's needs. Mayor Broun added
that he had enjoyed his first term as the Town's Mayor.
Presentation of Special Resolutions
of Appreciation
Council Member Capowski read the
following resolution of appreciation honoring the service of Council Member
Julie Andresen.
A RESOLUTION HONORING THE SERVICE OF
JULIANNE M. ANDRESEN TO THE CHAPEL HILL COMMUNITY
WHEREAS, Julie M. Andresen served on
the Chapel Hill Town Council for two terms, from December, 1985 through
November, 1993; and
WHEREAS, Julie Andresen served as a representative
of the Council on the Design Guidelines Committee, and on the Chapel
Hill-Carrboro Annexation Boundary Work Group; and
WHEREAS, Julie Andresen continues to
serve the community as a member and Chair of the Orange Water and Sewer
Authority Board of Directors; and
WHEREAS, Julie Andresen's expertise
and knowledge in a wide range of issues including Horace Williams Airport,
watershed protection, aesthetics, private community wastewater systems,
neighborhood conservation and growth management have been invaluable;
NOW, THEREFORE, BE IT RESOLVED by the
Council of the Town of Chapel Hill that the Council hereby honors
Julianne M.
Andresen
for her service to the
community.

APPRECIATION FOR COUNCIL MEMBER ANDRESEN.

Council Member Powell
read the following resolution honoring Council Member Alan Rimer.

THE SERVICE OF ALAN E. RIMER TO THE CHAPEL HILL COMMUNITY
WHEREAS, Alan E. Rimer
served on the Chapel Hill Planning Board from July, 1985 until his election to
the Town Council in 1989, and Mr. Rimer served as Chair of the Planning Board;
and
WHEREAS, Alan Rimer
served on the Town Council from December, 1989 through November, 1993; and
WHEREAS, during that
time Alan Rimer served as the Council's representative on and as the Chair of
the Landfill Owner's Group, and as delegate to the Triangle J Council of
Governments; and
WHEREAS, Alan Rimer's
expertise and knowledge in a wide range of issues including solid waste
management, watershed protection, engineering, site planning and design and
other areas have been invaluable;
NOW, THEREFORE, BE IT
RESOLVED by the Council of the Town of Chapel Hill that the Council hereby

A RESOLUTION HONORING
THE SERVICE OF ARTHUR S. WERNER TO THE CHAPEL HILL COMMUNITY
WHEREAS, Arthur S.
Werner served on the Chapel Hill Town Council for two terms, from December,
1985 through November, 1993, and as Mayor pro tempore from September, 1992
through November, 1993; and
WHEREAS, Art Werner
served on the Consultation and Coordination Committee with University and local
government representatives; and
WHEREAS, Art Werner
has chaired since its inception, and will continue to share his vast wisdom,
the Stormwater Management Committee appointed by the Town Council to develop recommendations
on policies and plans for stormwater management in the Town, and served on the
Durham-Chapel Hill Work Group; and
WHEREAS, Art Werner's
expertise and knowledge in a wide range of issues including air quality,
stormwater management, environmental protection matters in general,
neighborhood conservation and growth management have been invaluable;
NOW, THEREFORE, BE IT
RESOLVED by the Council of the Town of Chapel Hill that the Council hereby
honors
Arthur S.
Werner
for his service to the
community.

COUNCIL MEMBER CHILTON
MOVED, SECONDED BY COUNCIL MEMBER CAPOWSKI, TO ADOPT THE RESOLUTION OF APPRECIATION
FOR COUNCIL MEMBER WERNER. THE MOTION
WAS ADOPTED UNANIMOUSLY (9-0).
Mayor Broun called on
North Carolina Associate Supreme Court Justice Willis Whichard to administer
the oaths of office to Council Members Joyce Brown, Pat Evans, Lee Pavão, Barbara
Powell, Jim Protzman and Rosemary Waldorf and Mayor Kenneth Broun. Justice Whichard administered the
oaths. Originals of the executed oaths
are on file in the Clerk's Office.
Mayor Broun expressed appreciation to Justice Whichard for administering
the oaths.
The 1993-1995 Town
Council was seated.
Noting her four years
of service on the Council, Council Member Chilton suggested that Council Member
Brown be appointed as Mayor pro tempore.
Mayor Broun expressed his concurrence with Council Member Chilton's
recommendation.

MOVED, SECONDED BY COUNCIL MEMBER CAPOWSKI, TO APPOINT COUNCIL MEMBER BROWN AS
MAYOR PRO TEMPORE. THE MOTION WAS
ADOPTED UNANIMOUSLY (9-0).
Mayor Broun noted that
he had consulted with Council Members concerning proposed liaison
designations. Mayor Broun said he
recommended that the liaison designation for the Landfill Owners Group be
deferred.
