SUMMARY OVERVIEW OF A SPECIAL WORKSHOP
MEETING OF THE MAYOR AND COUNCIL OF
THE TOWN OF CHAPEL HILL, FRIDAY,
MAY 31 AND JUNE 1, 1996 AT AQUEDUCT
CONFERENCE CENTER
Mayor Waldorf called Friday's session to order at 2:28 p.m. Council Members in attendance were Julie
Andresen, Joyce Brown, Joe Capowski, Mark Chilton, Pat Evans, Richard Franck
and Lee Pavao. Council Member Barbara
Powell was absent excused. Also in
attendance were facilitators Peg Carlson and Ann Davidson (arrived later in the
afternoon), Town Manager Cal Horton, Assistant Town Managers Sonna Loewenthal
and Florentine Miller and Town Attorney Ralph Karpinos.
At the request of facilitator Peg Carlson, Council Members outlined
their expectations for the workshop. Following
this, Ms. Carlson presented an overview of the workshop's format and general
guidelines and guided the Council through a number of exercises pertaining to
effective group processes and testing of assumptions and inferences. She also presented an overview of ground
rules for conducting effective meetings.
Friday's session concluded at 5:30 p.m.
The meeting reconvened at 8:36 a.m., with the parties noted above in
attendance. Ms. Davidson and Ms.
Carlson facilitated training and dialogue with the Mayor and Council about
focusing on interests, not positions and other ground rules for making meetings
more effective. The Council briefly
reviewed possible discussion topics for the afternoon session. A lunch break occurred between 12:04 p.m.
and 12:46 p.m. During the afternoon
session, the Mayor and Council focused on two topic areas: "Lack of trust, personal animosity and
communication problems among Council Members" and "Mechanisms for
prioritizing the Council's work load".
The workshop concluded at 3:19 p.m.
