CLOSED SESSION OF THE CHAPEL HILL TOWN COUNCIL

     MONDAY, FEBRUARY 14, 2000 AT 8:40 P.M.

 

Mayor Rosemary Waldorf called the Closed Session to order at 8:40 p.m.

 

Council members present were Flicka Bateman, Joyce Brown, Pat Evans, Kevin Foy, Bill Strom, and Edith Wiggins.  Council Members Lee Pavăo and Jim Ward were absent, excused.

 

Staff members present were Town Manager Cal Horton, Assistant Town Managers Sonna Loewenthal and Florentine Miller, Town Attorney Ralph Karpinos, Assistant to the Manager Bill Stockard, and Town Clerk Joyce Smith.

 

Ms. Loewenthal presented an update regarding property owned by Bill Rogers located along Tanyard Branch.  She stated she had met with Mr. Rogers again, and he offered to sell to the Town the yellow parcel and a small portion of the orange portion (cross-hatched in pencil) for $360,000 (see attached map).  She said Mr. Rogers indicated he would include dedication of a 100’ easement along the back of this developed property.  Ms. Loewenthal reported that he said he had no interest in negotiating below that price.

 

Ms. Loewenthal reminded the Council that the Town’s appraisal valued the three lots in question at $30,000 each, for a total of $90,000.  She added that Mr. Rogers indicated he was not interested in offering a smaller parcel for sale to the Town.

 

Mr. Horton noted that Mr. Rogers and the Town were far apart in the value placed on the property and that he believed that future negotiations would be fruitless.  He added that the Town had dealt with Mr. Rogers as fairly as possible.

 

Mayor Waldorf asked the Council if they wished to proceed with further negotiations with Mr. Rogers.  The Council by consensus indicated that it did not unless there was some indication of change in Mr. Rogers’ position.

 

Ms. Loewenthal stated she would speak with Mr. Rogers and would have a follow-up report placed on the Council’s February 28th agenda.

 

The Closed Session adjourned at 8:53 p.m.
