SUMMARY MINUTES OF A CLOSED SESSION
OF THE CHAPEL HILL TOWN COUNCIL
MONDAY, OCTOBER 27, 2003 AT 9:52 P.M.
Mayor Kevin Foy called the meeting to order at 9:52 p.m.
Council members present were Flicka Bateman, Pat Evans, Ed Harrison, Mark Kleinschmidt, Bill Strom, Dorothy Verkerk, Jim Ward, and Edith Wiggins.
Staff members present were Town Manager Cal Horton, Assistant Town Managers Sonna Loewenthal and Florentine Miller, Town Attorney Ralph Karpinos, and Acting Town Clerk Sandy Cook.
Ms. Loewenthal explained there is a need for the acquisition of land between Millhouse Road and Southern Railroad to improve the entrances to the Town Operations Center. The road across the tracks and the main entrance to the Public Works site are not aligned in a straight line. She presented two options, with the most preferable being to move the railroad crossing north, so it could be aligned with the main entrance, she said. Ms. Loewenthal indicated this would also allow for the improvement of the alignment of the curved portion of Millhouse Road on the west side of the railroad. She noted that the NC Department of Transportation (NCDOT) has agreed to pay for the realignment of the railroad crossing and the signal equipment at the intersection of Millhouse and Eubanks Road, as long as the Town acquires the right-of-way.
Ms. Loewenthal informed the Council that Heffner Properties, Inc., has agreed to sell 2.65 acres to the Town for $20,000 per acre, conditioned on Heffner Properties’ acquisition of the larger tract of which this 2.65 acres is a part.
COUNCIL MEMBER VERKERK MOVED, SECONDED BY COUNCIL MEMBER STROM, ADOPTION OF RESOLUTION 1. THE MOTION WAS ADOPTED UNANIMOUSLY.
