SUMMARY MINUTES OF A CLOSED SESSION

OF THE CHAPEL HILL TOWN COUNCIL

MONDAY, APRIL 14, 2004 AT 10:45 P.M.

Mayor Kevin Foy called the Closed Session to order at 10:45 p.m.

Council members present were, Sally Greene, Ed Harrison, Cam Hill, Mark Kleinschmidt, Bill Strom, Dorothy Verkerk, Jim Ward, and Edith Wiggins.

Staff members present were Town Manager Cal Horton, Deputy Town Manager Florentine Miller, Assistant Town Manager Bruce Heflin, Town Attorney Ralph Karpinos, and Town Clerk Joyce Smith.

Mr. Horton described a parcel that the Town had the opportunity to purchase, containing approximately 4 acres and located east of Millhouse Road and west of the railroad tract, next to the new site for the Town Operations Center.

Mr. Heflin displayed a map, pointing out the exact location of the property in question.

Responding to a question from a Council member, Mr. Horton noted that 2.65 acres of the tract are unencumbered by the railroad right-of-way, with the remaining acreage encumbered by that same right-of-way.  He stated that the cost of the unencumbered tract was $20,000 per acre and $9,000 total for the encumbered tract, bringing the total cost of the entire tract to $62,000.

COUNCIL MEMBER WARD MOVED, SECONDED BY COUNCIL MEBER VERKERK, TO HAVE THE MANAGER PROCEED WITH THE PURCHASE OF THE 4-ACRE TRACT AS DISCUSSED.  THE MOTION WAS ADOPTED UNANIMOUSLY (9-0).

The Closed Session was ended at 10:48 p.m.

The meeting was adjourned at 10:48 p.m.
