A RESOLUTION APPROVING
RECOMMENDATIONS TO THE DURHAM-CHAPEL HILL-CARRBORO TRANSPORTATION ADVISORY
COMMITTEE ON THE SOUTHWEST DURHAM FIXED GUIDEWAY CORRIDOR REALIGNMENT AND THE
PROPOSED MEMORANDUM OF AGREEMENT (2005-09-12/R-17)
WHEREAS, the Town of Chapel Hill
participated in the development of the US 15-501 Fixed Guideway Major
Investment Study; and
WHEREAS, Durham County has requested
that the adopted alignment for the US 15-501 Fixed Guideway corridor be
revised; and
WHEREAS, the Triangle J Council of Government,
in cooperation with the Triangle Transit Authority, City of Durham, Town of
Chapel Hill, Durham County and the Durham-Chapel Hill Metropolitan Planning
Organization has prepared the Chapel Hill-Durham Transit Corridor, Southwest
Durham Alignment Evaluation; and
WHEREAS, the Durham-Chapel Hill-Carrboro
Transportation Advisory Committee has forwarded the findings of the Evaluation
and recommendations of the Technical Coordinating Committee to local
jurisdictions for comment; and
WHEREAS, the Town of Chapel Hill has
reviewed the Chapel Hill-Durham Transit Corridor, Southwest Durham Alignment
Evaluation and Technical Coordinating Committee recommendations.
NOW, THERFORE, BE IT RESOLVED by the
Council of the Town of Chapel Hill that the following comments and
recommendations be submitted to the Durham-Chapel Hill-Carrboro Transportation
Advisory Committee.
- The
Southwest Durham Alignment Evaluation should be revised to incorporate the
findings of the Triangle Transit Authority evaluation of Alignments C3/C4.
- Small
area plans should be prepared for the proposed transit stations along the
revised southwest Durham corridor and at the former South Square site to
promote transit supportive development consistent with the Durham
Comprehensive Plan and Development Ordinance.
- Durham County
should review the provisions of their Major Transportation Corridor
Overlay to ensure that the fixed guideway corridor can be located within
the 100 foot buffer and identify any potential conflicts between the
corridor and the provisions of the overlay district.
- The
Memorandum of Agreement should be revised to include language recommended
by the Technical Coordinating Committee concerning land use planning and
transit supportive development.
- Additional
evaluation is needed to finalize the suggested revision of the transit
corridor around the Glenwood School area. This evaluation should be
completed consistent with the process used to evaluate the modifications
to the corridor at South Square and in southwest Durham County.
- Request
that local governments, to the extent possible, seek right of way (ROW)
dedication, rather than reservation, for this transit corridor, through
the development review process.
- The
Chapel Hill Town Council supports a revised alignment in Southwest Durham County that does not reduce transit ridership or alter the cost
effectiveness from the adopted alignment.
