A RESOLUTION ESTABLISHING A CHARGE FOR AN INCLUSIONARY ZONING TASK FORCE (2005-09-12/R-18)

WHEREAS, the Town’s Comprehensive Plan has a goal to increase the availability of well-designed, affordable, safe, and sanitary housing for all citizens of Chapel Hill; and

WHEREAS, the Comprehensive Plan includes a policy of encouraging developers of residential developments of five or more units to provide 15% of their units at prices affordable to low and moderate income households; and

WHEREAS, the Comprehensive Plan includes a strategy to continue to seek inclusionary zoning;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council establishes an Inclusionary Zoning Task Force;

BE IT FURTHER RESOLVED that the charge of the Task Force will be:

• To evaluate the data and reports collected by staff pertaining to the local housing market and need for additional affordable housing;
• To determine the need and justification for an inclusionary zoning ordinance;
• To evaluate ordinances that have been enacted or proposed in other communities; and
• To make a recommendation to the Town Council on the content of an inclusionary zoning program and ordinance for Chapel Hill.
