A RESOLUTION AUTHORIZING THE INSTALLATION OF TRAFFIC CALMING MEASURES ON SEVERAL TOWN STREETS IN NEIGHBORHOODS ADJACENT TO THE UNIVERSITY CAMPUS (2006-06-12/R-10)
WHEREAS, the Office/Institutional-4 (OI-4) regulations of the Chapel Hill Land Use Management Ordinance currently require a Transportation Impact Analysis for development in the OI-4 Zoning District; and
WHEREAS, the stated purpose and intent of the OI-4 District was “to allow for growth and development while protecting the larger community, nearby neighborhoods and the environment from impacts accompanying major new development”; and
WHEREAS, the Council of the Town of Chapel Hill is concerned about vehicular and non-vehicular safety and mobility on Town streets in neighborhoods adjacent to the University campus; and
WHEREAS, the University is required to submit an “annual development plan transportation report” each year and the report must include recommended traffic calming measures on streets in neighborhoods adjacent to the campus; and
WHEREAS, the Council received the University’s annual development plan transportation report including recommended traffic calming plans; and
WHEREAS, the University is required to design and construct recommended traffic claming measures at no cost to the Town based on the guidelines approved for the OI-4 Transportation Impact Analysis;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the installation of traffic calming measures to be installed by the University at the locations described below at no cost to the Town; and with the design and construction details of said traffic calming measures to be subject to approval by the Town Manager:
BE IT FURTHER RESOLVED that the Council instructs the Town staff work with the residents of Westside neighborhood and the University to negotiate the implementation of speed tables with street imprint.
