Approval of Changes to On-Street Parking Regulations on North Roberson Street

PURPOSE

 

The attached ordinance would authorize on-street parking during special events at the Hargraves Community Center on the east side of North Roberson Street between West Rosemary Street and Mitchell Lane.

 

We recommend that the Council enact the attached ordinance.

 

BACKGROUND AND DISCUSSION

 

Under current on-street parking regulations, vehicles are not permitted to park on both sides of North Roberson Street, except when parking is permitted on Sundays on the west side of the street near the St. Joseph Christian Methodist Episcopal Church. Please refer to the attached area map (Attachment 1).

 

The Town’s Hargraves Community Center is located on North Roberson Street, and during special events, several patrons and visitors park on the east side of North Roberson Street due to the limited off-street facilities.  We propose that the on-street parking during special events on east side be made legal to avoid unnecessary burden on enforcement staff and visitors.

 

We prepared the attached survey form describing the proposed parking changes and soliciting comments from the area residents on North Roberson Street. We distributed 21 survey forms and three were returned. Of those returned, two supported the proposed on-street parking during special events and one was opposed to the change.

 

If the Council enacts the attached ordinance, the administrative staff at the Community Center will be responsible for placement of temporary signs for special events indicating that parking is allowed only during special events.  The administrative staff will also be responsible for notfying all visitors and patrons of the special event parking regulations.

 

RECOMMENDATION

 

We recommend that the Council enact the attached ordinance that would authorize on-street parking during special events at the Hargraves Community Center on the east side of North Roberson Street between West Rosemary Street and Mitchell Lane.
