Revisions to the
Tree Protection Ordinance

 May  2007

The Town of Chapel Hill is soliciting proposals for consulting services from qualified and experienced landscape architects, arborists, land use planners, and attorneys with tree ordinance writing experience to revise the Town’s 1990 Tree Protection Ordinance. The Town is considering a new vision statement for no net loss of trees, with a general increase in tree cover proportional to population growth.

I. Project

Regarding the new vision statement, the Town is considering the attached principles and strategies to increase tree protection [See Attachment 1].

II. Scope of Services

All professional technical and administrative work associated with the project including:

1)      Draft a new Tree Protection Ordinance consistent with the following:

ˇ         Vision statement, Principles, and Strategies proposed by the Planning Board in January 2007

ˇ         Additional principles of sound urban forestry and environmental sustainability

ˇ         Standard ordinance construction including, but not limited to, purpose statement/intent; linkage to Chapel Hill’s operating policies; applicability; definitions; standards or requirements; permitting procedures; appeals; and penalties for violations

ˇ         Section numbering within the format of the current Land Use Management Ordinance

ˇ         Appropriate graphics as may be needed to illustrate definitions and standards;

2)      Prepare an assessment describing the potential effects that adoption of the proposed draft ordinance would have on property owners and Town resources;

3)      Meet with the affected groups (Town advisory boards, Town Staff, Town Attorney, property owners, arborists, homebuilders, etc.) using PowerPoint programs to illustrate proposed requirements;

4)      Propose methods for advising the public and tree care services of new tree protection regulations;

5)      Attend all public meetings and hearings when the draft ordinance is discussed; and

6)      Provide deliverables including electronic versions of all text and graphics that comprise the new ordinance

III. Project Schedule

An original and five (5) copies of the proposal are due to the Town’s Purchasing and Contracts Manager by 4:00 p.m. EST on Friday, June 29, 2007.

Work shall begin as soon as possible following contract execution, no later than July 27, 2007, with an anticipated project completion in November following the public hearing. In the event the proposed ordinance requires subsequent meetings or hearings, the contract may be extended.

Proposals received will first be reviewed for completeness and inclusion of the information specified in the submittal requirements.  The absence of required information may result in exclusion from further consideration.  Proposals will then be evaluated on the following criteria:
