Rogers Road Small Area Plan Task Force– Interim Report

PURPOSE

Tonight, the Council will receive an interim report from the Rogers Road Small Area Plan Task Force. The Task Force recommends that the Council receive and refer this interim report to the Board of County Commissioners concerning additional road access and the provision of sanitary sewer; also that the Council refer the interim report to the Carrboro Board of Aldermen and the OWASA Board of Directors concerning the provision of sanitary sewer.

MANAGER’S RECOMMEDATION

There are several development projects pending in or adjoining the Rogers Road Study Area; these include the proposed County Animal Shelter, the Proposed Waste Transfer Station and a Habitat for Humanity subdivision. I agree with the Task Force that a coordinated plan for the provision of additional road access to property in the study area including the Greene Tract is a matter that should be addressed with Orange County as major property owners in the area. I also agree that the Town, with the Board of County Commissioners, the Carrboro Board of Aldermen and the OWASA Board of Directors, should devise an implementation plan to address the provision of sanitary sewer to the study area.

The attached resolution would authorize staff to work with its potential partners to develop plans and proposals for your consideration.
