Title of Agenda Item: Transit Fund Ordinance Amendment and Budget Carry Forward. (O-9)

Background: Chapel Hill Transit has applied for and received awards for operating grants to offset the costs to expand and improve services. The grants provide funding ranging from 50% to 100% in federal funds and will provide operating assistance for the following projects:

·      Increased Service on Martin Luther King Jr. Boulevard

·      Expanded service on the existing NS and G Routes.

·      Funding for the Mobility Manager

·      New Rogers Road Service

·      Senior Shuttle Service

·      Regional Call Center


Fiscal Note: The amendment and carry-forward action to the Transit Fund will provide funding to offset the costs of the new and expanded services in the current fiscal year. Local match for the grants has been identified within the existing budget, thus no additional appropriation is required. The grant amounts along with the federal and local percentages are listed below.                        

CMAQ Fast Track - $113,586 (100% Federal)

JARC (Evening service for NS & G routes) - $118,533 (50% Federal, 50% Local Match)

JARC (HS route expansion) - $169,936 (50% Federal, 50% Local Match)

New Freedom (Regional Call Center) - $50,614 (80% Federal, 20% Local Match)

New Freedom - $97,600 (50% Federal, 50% Local Match)

New Freedom - $70,000 (50% Federal, 50% Local Match)


Recommendations: That Council enact the budget ordinance amendments and carry-forward the identified FY2008-09 grants.
