SUBJECT: Response to Petition Regarding Property Maintenance and Front Yard Parking

PURPOSE
The purpose of this report is to present information regarding the enforcement of Town ordinances regarding the maintenance of property and front yard parking on residential property.
BACKGROUND & DISCUSSION
The Town of Chapel Hill Code of Ordinances Chapter Nine, Section 9-114 regulates the accumulation of trash and debris on residential property. Chapter Eleven, Sections 11-22 through 11-25, of the Code of Ordinances regulates the accumulation of debris. The Land Use Management Ordinance, Article 5.9.9, regulates front-yard parking on residential property.
On February 13, 2006, the Town Council received a petition from Mr. T. Scott Cobb, Jr. requesting that ordinances be adopted to make the property owner responsible for the condition of residential property in the Northside community. The concerns expressed were regarding:
The maintenance of properties to prevent the accumulation of trash and debris, and
Front-yard parking.
The Inspections Department enforces the existing ordinances that address these concerns.
CONCLUSION
The Inspections Department has contacted Mr. Cobb to invite him to report accumulated debris or front-yard parking violations. The Inspections Department will follow up as appropriate.
