Dear T. Scott Cobb, Jr.,

 

I am writing to respond to your request to the Chapel Hill Town Council for ordinance that would hold the property owner responsible for the maintenance of private property.  I am pleased to report that the Town of Chapel Hill has ordinances regarding your concerns and that the Inspection’s Department enforces those particular regulations.

 

The Minimum Housing Code includes Section 9-114 which regulates the accumulation of garbage and household items on residential property (attached).  The Code of Ordinances also has regulations regarding the accumulation of debris which can rot such as food and vegetative matter (attached).

 

The Land Use Management Ordinance includes Article 5.9.9 (attached) which defines and regulates front-yard parking on residential property.

 

You may also be interested in contacting the Planning Department with any questions about the Northside Neighborhood Overlay District which was adopted to help maintain the character of the neighborhood.
