SUBJECT: Recommended 2006-2007 Human Service Performance Agreements

INTRODUCTION
The purpose of this memorandum is to present the Human Services Advisory Board’s recommendations for 2006-2007 human services funding.
The attached resolution would authorize the Manager to develop performance agreements with human service agencies as recommended by the Human Services Advisory Board.
BACKGROUND
The Human Services Advisory Board presented a Needs Report to the Town Council on January 9, 2006. In this annual report, the Board identified priority areas of human service needs for Chapel Hill residents. These priorities guide the Human Services Advisory Board as they evaluate agency proposals and develop recommendations for performance agreements. The Board received funding requests from 48 nonprofit agencies this year totaling $342,329.
In the Town Council’s Budget Work Session for boards and commissions on March 1, 2006, the Human Services Advisory Board requested that the Council maintain or increase the current level of human services funding.
SUMMARY
Each year, the Chapel Hill Human Services Advisory Board, the Town of Carrboro and the Orange County government coordinate the application process for nonprofit human service agencies. On February 14 representatives from each of the three governments held a meeting for nonprofit human service agencies to distribute application packets and information about the funding process. Agencies requesting funding must complete a comprehensive written application form, submit budget information and an annual financial audit. Each agency attends a hearing to present its proposal and respond to questions from the Human Services Advisory Board. The Chapel Hill and Carrboro Human Services Boards held joint hearings for the agencies applying to both towns. The joint hearings were held weekly from March 27 through May 15. The Chapel Hill Human Services Advisory Board also met on May 22 to hear proposals from agencies only applying to the Town of Chapel Hill. Following the presentations the Board reviewed each agency and formulated recommendations for performance agreements. Recommendations for funding for 2006-2007 year total $225,000 for 43 agencies. The funding total for 2005-2006 was also $225,000. The attached appendix provides brief information on the mission of each agency, funds requested, and the Board’s recommendation for Town funding.
RECOMMENDATION
Human Services Advisory Board’s Recommendation: That the Council adopt the attached resolution authorizing the Manager to develop performance agreements with human service agencies as recommended by the Board.
