Public Hearing: OWASA Mason Farm Reclaimed Water Storage and Pumping Facility - Special Use Permit Modification (File No. 9798-68-9751)

PURPOSE

 

Tonight, the Council holds a Public Hearing regarding a request for a Special Use Permit Modification to allow construction of a reclaimed water storage and pumping facility at OWASA’s Mason Farm Wastewater Treatment Facility. The facility is located south of Old Mason Farm Road between the North Carolina Botanical Garden and Finley Golf Course.  Details are included in the attached memorandum. The purpose of this cover memorandum is to forward the Town Manager’s preliminary recommendation to the Council.

 

MANAGER’S PRELIMINARY RECOMMEDATION

 

I have reviewed and discussed the key issues with Town staff.  Based on the information in the record to date, we believe that the Council could make the findings required to approve an application for a Special Use Permit.

 

I believe that the Council can make an additional finding to allow an increase in floor area and impervious surface, based on a determination that public purposes are satisfied to an equivalent or greater degree for the provision of a public necessity.

 

The Manager’s Preliminary Recommendation is that the Council adopt Resolution A, approving an application for a Special Use Permit Modification for a reclaimed water storage and pumping facility at OWASA’s Mason Farm Wastewater Treatment Facility.
