Approval of One-Hour and Two-Hour Time Limit Parking Regulations on Market Street in Southern Village

PURPOSE

The following information responds to a request submitted by the Market Street Association for one-hour and two-hour time limit parking regulations on Market Street.  Please refer to the attached area map (Attachment 1).

The attached ordinance would authorize the requested time-limit parking regulations on Market Street as follows:

We recommend that the Council enact the attached ordinance.

BACKGROUND AND DISCUSSION

The Market Street Association requested that the Town establish one-hour and two-hour time limits for on-street parking on Market Street for the 300 block (two-hour limit) and the 700 block (one-hour limit).  A copy of the signed petition from the businesses is provided in Attachment 2. 

Market Street is a one-way loop street that serves several retail businesses and offices as shown on the area map provided in Attachment 1. On-street parking is allowed on the outer loop side of the street as shown on the area map and is used mostly by patrons of the businesses in the area.

The petition was signed by the majority of the businesses supporting the requested time limit for on-street parking regulations. We think that the request from the Association is reasonable and recommend that the Council approve the requested time-limit parking regulations. 

If the Council enacts the attached ordinance, Town forces will install the appropriate parking regulation signs and request that the Town’s Parking Enforcement Division and the Police Department conduct periodic enforcement in this area to the extent possible with available resources. 

RECOMMENDATION

We recommend that the Council enact the attached ordinance that would authorize time-limit parking regulations on Market Street as provided below:
