Acceptance of Project Turn Around Grants

PURPOSE

 

The attached resolution would authorize the acceptance of grants to support Project Turn Around (PTA) adult and juvenile programs.

 

The attached budget ordinance would establish project accounts for the grants.

 

BACKGROUND AND DISCUSSION

 

The fiscal year 2007-08 budget for Project Turn Around (PTA) is $174,010.  This year PTA receives $97,895 from outside funding sources; $56,115 is budgeted in the Police Department; and $20,000 are collected in client fees. The program funds one Juvenile Case Manager and two Adult positions, which currently exist in the Town’s Personnel Ordinance.

 

The $97,895 in outside funds comes from State Department of Juvenile Justice, Orange County and Town of Carrboro.

 

The State of North Carolina Department of Juvenile Justice funds juvenile crime prevention programs through county Juvenile Crime Prevention Councils (JCPC).  The State funds flow through Orange County to the Town.  In fiscal year 2007-08, JCPC allocated $27,100 to Orange County for PTA to support a Juvenile Case Manager. Orange County cash match for these state funds is $5,371. 

 

For fiscal year 2007-08, Orange County has allocated county funding for Project Turn Around in the amount of $64,424.  This grant provides $44,424 in funds for an Adult Case Manager and $20,000 supports a Juvenile Case Manager.

 

The Town of Carrboro allocated $1,000 in support of PTA.

 

RECOMMENDATIONS

 

That the Council adopt the attached resolution authorizing the acceptance of the grants from Orange County, State of North Carolina JCPC and Town of Carrboro.

 

That the Council enact the attached ordinance establishing budgeted project accounts for the aforementioned grants.
