Acceptance of Grant for Project Homeless Connect

PURPOSE

 

The purpose of this memorandum is to ask for the Council’s authorization to accept a grant for Project Homeless Connect Orange County.

 

The attached resolution and budget ordinance would authorize the acceptance of a grant in the amount of $1,925 from the North Carolina Interagency Council for Coordinating Homeless Programs for Project Homeless Connect. 

 

BACKGROUND

 

On January 24, 2005, the Council adopted a resolution to support the establishment of the Partnership to End Homelessness in Orange County.  The Partnership was developed to design and implement a Ten-Year Plan to End Homelessness in Orange County.   Membership includes Chapel Hill, Orange County, Carrboro, Hillsborough, Triangle United Way, the Inter-Faith Council, Orange Congregations in Mission, OPC Area Program, the University of North Carolina at Chapel Hill, and the Hillsborough Chamber of Commerce.

 

On May 7, 2007, the Council adopted a resolution that endorsed the Ten-Year Plan to End Homelessness in Orange County.  The resolution also appointed Council Member Sally Greene to serve as the Council’s representative to the Executive Team that would be responsible for oversight of the implementation of the Plan.

 

DISCUSSION

 

Project Homeless Connect is a county-wide event that will be held on October 25, 2007 at the Hargraves Community Center.  It is designed to be a one-day, one-stop event where people experiencing—or at risk of experiencing—homelessness will be linked with a broad range of services.   Services will include housing, employment, health care, dental care, mental health care, social service benefits, disability benefits, veterans administration benefits, legal services, haircuts, showers, gift packages, and food.  A wide array of Town and County staff, nonprofit agencies, UNC departments and student groups, faith-based communities, businesses, and volunteers are involved in planning and providing services at the event.

 

The North Carolina Interagency Council for Coordinating Homeless Programs has accepted the Town of Chapel Hill application and awarded $1,925 to help meet the costs of the Project Homeless Connect event. The attached resolution and budget ordinance amendment will authorize the acceptance of the $1,925 grant and add it to the $3,500 that was accepted from the Triangle United Way on June 11, 2007. 

 

RECOMMENDATION

 

That the Council adopt the attached resolution and enact the budget ordinance authorizing the acceptance of the $1,925 grant award from the North Carolina Interagency Council for Coordinating Homeless Programs.
