The following report responds to a petition requesting on-street parking restrictions on Oakwood Drive and Rogerson Drive. An area map is provided in Attachment 1.
Enactment of the attached Ordinance would change on-street parking regulations to “no parking anytime except by residential permit” on both sides of the following streets:
We do not recommend changes to on-street parking on Rogerson Drive and the remaining portion of Oakwood Drive at this time.
At its January 14, 2008 meeting, the Town Council received and referred a petition requesting on-street parking regulations (no parking anytime except by residential permit) on Oakwood Drive and Rogerson Drive. In the petition, the citizen stated that University visitors and students routinely park on Oakwood Drive close to the park thus reducing parking for neighborhood residents and their guests. A copy of the petition is provided in Attachment 2.
Currently, parking is allowed on both sides of Oakwood Drive and Rogerson Drive. The posted speed limit is 25 mph on Oakwood Drive and Rogerson Drive. Both streets are paved with no sidewalks. The pavement width on Oakwood Drive is 31 feet including the paved gutter. The pavement width on Rogerson Drive is 18 feet.
Parking is allowed only by permit at all times and on all streets in the Glen Lennox neighborhood as shown in the area map provided in Attachment 1.
We conducted field observations during the week of February 25th on three different days at various times and noted the following observations:
We surveyed the residents of Oakwood Drive and Rogerson Drive regarding the requested on-street parking regulations. We mailed 56 survey forms to residents of Oakwood Drive and 34 survey forms to residents of Rogerson Drive. The survey results are provided below:
Oakwood Drive: Support: 21; Oppose: 12
Rogerson Drive: Support: 13; Oppose: 14
Residents who live on Oakwood Drive near the Park overwhelmingly supported no parking anytime except by permit.
Based on our observations, the neighborhood survey results, and discussions with the neighborhood residents, we recommend no parking anytime except by residential permit on both sides of the following streets:
If approved by the Council, the residents can be able to get parking permits from the Parking Services Office.
However, we do not recommend on-street parking restrictions on Rogerson Drive and Oakwood Drive between Douglas Road and Cleland Road at this time for the following reasons:
We think that recommended parking restrictions on Oakwood Drive and Berkely Road near the Park area would preserve the on-street parking for resident needs. We will continue to monitor the other areas on Oakwood Drive and Rogerson Drive and take appropriate action if needed to preserve the on-street parking for resident needs.
We recommend that the Council enact the attached Ordinance that would change on-street parking regulations to “no parking anytime except by residential permit” on both sides of the following streets:
