Town Applications for the 2008-2009 Community Development and HOME Programs and Submittal of the Annual Update to the 2005-2010 Consolidated Plan

PURPOSE

 

Attached for the Council’s consideration are proposals for use of 2008-2009 Community Development and HOME Program funds for submittal to the U.S. Department of Housing and Urban Development.  The Council held public forums`` on these grant proposals on January 30 and March 26, 2008.  Also attached for the Council’s consideration is the Annual Update to the 2005–2010 Consolidated Plan for Housing and Community Development Programs in Orange County, NC.

 

Community Development Program

 

The Community Development Program details a recommended plan for use of 2008-2009 Community Development funds. Adoption of Resolution R-3 would approve activities for the 2008-2009 Community Development Program.

 

HOME Program

 

The HOME Program details a recommended 2008-2009 HOME Program Plan.  The HOME Program Review Committee consisting of elected officials and staff of Chapel Hill, Carrboro, Hillsborough and Orange County has developed a plan for use of federal HOME Program funds and local match funds.  Adoption of Resolution R-4 would approve the activities of the 2008-2009 HOME Program.

 

Consolidated Plan

 

The Consolidated Plan is a draft Annual Update to the 2005–2010 Housing and Community Development Consolidated Plan. The U.S. Department of Housing and Urban Development (HUD) requires all jurisdictions that receive federal Community Development and federal HOME Program funds to submit one application package called the Consolidated Plan. This year, we have prepared an Annual Update to the five-year plan for HUD’s consideration.  In addition, information on the Town’s 2008-2009 Capital Fund Grant for public housing activities is included in the Consolidated Plan for reference.  The Consolidated Plan must be approved by all participating jurisdictions before it is submitted to the U.S. Department of Housing and Urban Development on May 15, 2008.  Adoption of Resolution R-5 would authorize submission of the Annual Update to the 2005-2010 Consolidated Plan for Housing and Community Development Programs in Orange County, NC.

 

In total, $1,405,684 of Federal funds is available to the Town and County for housing and community development activities.  Please see Attachment 1 for a chart that summarizes requests received and activities recommended for funding from the U.S. Department of Housing and Urban Development grants including the Community Development and HOME Programs.
