MEMORANDUM

TO:

Roger L. Stancil, Town Manager

FROM:

George Small, P.E., Engineering Director

Kumar Neppalli, E.I.T, Engineering Services Manager

SUBJECT:

Follow-Up Report Regarding a Petition for On-Street Parking Restrictions on Oakwood Drive and Rogerson Drive

DATE:

May 5, 2008

PURPOSE

This follow-up report responds to a petition requesting on-street parking restrictions on Oakwood Drive and Rogerson Drive.

Enactment of the attached Ordinance would change on-street parking regulations to “two-hour limit parking except by residential permit, Monday-Friday, 9:00 am to 4:00 pm only” on both sides of the following streets:

The above recommended parking regulations would allow the Park visitors to park on the street for two hours without a residential permit. We do not recommend changes to on-street parking on Rogerson Drive and the remaining portion of Oakwood Drive at this time.

BACKGROUND AND DISCUSSION

At its January 14, 2008 meeting, the Town Council received and referred a petition requesting on-street parking regulations (no parking anytime except by residential permit) on Oakwood Drive and Rogerson Drive. The Town Council received a report at their March 17 meeting with staff recommendation. A copy of the March 17th report and the petition is provided in Attachment 1.

Several citizens e-mailed the Council that they oppose the proposed staff recommendations specifically around the Park which can restrict their ability to use the Park facilities.

Engineering staff met with the Parks and Recreation Director and based on his guidance, we revised the ordinance to accommodate a two-hour limit parking except by permit which allows the Park patrons to park on the streets for two hours.

If approved by the Council, the residents in affected areas would be able to get parking permits from the Parking Services Office.

However, we do not recommend on-street parking restrictions on Rogerson Drive and Oakwood Drive between Berkley Road and Cleland Road at this time for the following reasons:

CONCLUSION

We think that recommended parking restrictions on Oakwood Drive and Berkely Road near the Park area would preserve the on-street parking for resident needs including Park patrons.  We will continue to monitor the other areas on Oakwood Drive and Rogerson Drive and take appropriate action if needed to preserve the on-street parking for resident needs.

RECOMMENDATION

We recommend that the Council enact the attached Ordinance that would change on-street parking regulations to “two-hour limit parking except by residential permit, Monday-Friday, 9:00 am to 4:00 pm only” on both sides of the following streets:
