subject:      Amendment of Capital Projects Budget for Construction of Sidewalks and Street                         Improvements

date:            October 15, 2008

PURPOSE

The attached budget ordinance would revise the Towns capital projects budget to reflect the addition of $200,000 from the Durham-Chapel Hill-Carrboro Metropolitan Planning Organization for pedestrian improvements along NC86/Martin Luther King Jr.

BACKGROUND

On January 24, 2005, the Town Council approved a sidewalks construction plan for 2004-2005 which included eight projects located on State-maintained streets and authorized the Town Manager to apply for Direct Allocation funds from the Metropolitan Planning Organization to construct sidewalks and associated street improvements where appropriate. The Town was subsequently allocated State Transportation Direct Allocation (STPDA) funds for the following projects:

The Town is required to provide 20 percent in matching funds to receive the STPDA money. We have set aside the required matching funds for these approved projects from the 2004 and 2006 Sidewalk Bond sale.

DISCUSSION

The Town has been allocated an additional $200,000 in STPDA funds to complete pedestrian improvements along NC86/Martin Luther King Jr. Blvd. These improvements will be consistent with the adopted NC86/Martin Luther King Jr. Blvd Pedestrian Safety Study. The Town will provide the local match for the STPDA funds with existing sidewalk bond funds.

We recommend that the Council enact the attached ordinance to add the STPDA funds to the Street Bond Capital Projects fund.
