subject:      Reschedule Continuation of Public Hearings: Residences at Grove Park Zoning Atlas Amendment and Special Use Permit Applications and Residential-Special Standards-Conditional Text Amendment

PURPOSE

 

Tonight’s meeting is the continuation of the October 27 public hearings for a proposal by RAM Development Company for the Residences at Grove Park Zoning Atlas Amendment application and the Residences at Grove Park Special Use Permit application.  The purpose of this memorandum is to recommend that consideration of the Zoning Atlas Amendment and Special Use Permit applications be delayed to the Council’s November 24, 2008 business meeting.   This memorandum also recommends rescheduling the continuation of the Residential-Special Standards-Conditional text amendment from December 8, 2008 to November 24, 2008.  

 

DISCUSSION

 

On October  27, 2008, in response to a request from RAM Development Company, the Council continued the public hearings on the above applications to November 10, 2008.  On October 27, the Council also discussed the proposed changes to the Residential-Special Standards-Conditional Land Use Management Ordinance text amendment.  The Council did not act on the proposed text amendment and continued the discussion on the Residential-Special Standards Conditional district to the December 8, 2008 meeting.   

 

Because the proposed Residential-Special Standards-Conditional text amendment is directly associated with the proposed Residence at Grove Park development we think it would be appropriate to:

 

1)      Continue the Residences at Grove Park Zoning Atlas Amendment and Special Use Permit applications to the November 24, 2008 Business Meeting; and

2)      Reschedule the Residential-Special Standards Conditional text amendment discussion from December 8, 2008 to the November 24, 2008 Business Meeting.

 

In addition to offering the Council an opportunity to consider these related items at the same meeting, removing the Residential-Special Standard Conditional district item from the December 8 Council agenda decreases the number of items on what appears to be a lengthy agenda.  We are currently working on placing the appropriate public notice in the newspaper and notifying citizens who spoke on the Residential-Special Standards-Conditional hearing to inform them of the changed schedule.

 

RECOMMENDATION

 

We recommend that the Council adopt the attached Resolution to: 1) Continue the public hearings for the Residences at Grove Park Zoning Atlas Amendment and Special Use Permit applications to November 24, 2008; and 2) Reschedule the public hearing on the Residential-Special Standards-Conditional text amendment from December 8, 2008 to November 24, 2008.
