Transmission of Rogers Road Small Area Plan Task Force Report

PURPOSE

This memorandum transmits the Final Report of the Rogers Road Small Area Plan Task Force (Attachment 1) to the Town Council. Adoption of the attached resolution would receive and refer the Task Force report and addendum, for review and comment, to Town advisory boards and commissions, the Town Manager and Attorney, and Orange County and Carrboro. The resolution also thanks the Task Force for their work.

BACKGROUND

The Rogers Road study area is located in Orange County to the northwest area adjacent to the Town of Carrboro. The study area is located in the Chapel Hill Joint Planning Transition Area, an area which is anticipated to become part of the Town of Chapel Hill. The future growth of the Town of Chapel Hill and the Town of Carrboro in this area was established with Orange County, through a Joint Planning Agreement in 1987.

On May 9, 2005 the Council received a petition to initiate a small area plan for the Rogers Road Community. The Council took its first action with regards to this process on January 12 by appointing Council Members Bill Strom and Mark Kleinschmidt as representatives for a small area plan for the Rogers Road area, including the jointly owned Greene Tract. A December 6, 2006 resolution set the schedule for the process and composition of the Task Force. The Task Force met periodically over the next two years and their final meeting was on February 26, 2009.

DISCUSSION

The Task Force Report includes a proposed Land Use Plan, a series of recommendations addressing a range of issues, and a proposed set of implementation actions with an accompanying timetable.

NEXT STEPS

The Rogers Road study area falls under Joint Planning jurisdiction. If Council desires to pursue a Land Use Plan amendment, approval by Orange County would also be necessary. An additional task would be to resolve differences between the Task Force’s Land Use Plan and the Green Tract Concept Plan from 2002. It is probable that the advisory board and staff review process will take several months to complete.

RECOMMENDATION

We recommend the Council adopt the attached resolution referring the Rogers Road Small Area Plan Task Force Final Report for review and comment, to advisory boards and commissions, and the Town Manager and Attorney, to Carrboro, Orange County, and OWASA and the Chapel Hill-Carrboro City School System.
