| Background: After each fiscal year end, a budget ordinance amendment is prepared for the Council's approval to provide funding for encumbrances, Grant Fund carry-overs and CIP project carry-overs. Encumbrances are obligations initiated in the prior year for which payment was not made. The Grant Fund carry-overs and CIP project carry-overs provide funding for projects that span the two fiscal years. | |||

Funds associated with this item where originally budgeted in FY2008-09 and are being moved to FY2009-10. The attached budget ordinance amendment will result in additional appropriations in various funds as follows: - General Fund $850,673 - CIP Fund 550,762 - Transit 13,190 - Off Street Parking 38,899 - Downtown Service Dist. 40,000 - Stormwater 406,629 - Grants Fund 525,526 |

| Recommendations: That the Council consider enacting a budget ordinance amendment reappropriating unexpended obligations from the 2008-09 fiscal year and the attached multi-year capital projects ordinance. | |||
