SUBJECT:       Response to Petition from Amran Shrine Circus regarding Request for Funding

BACKGROUND

 

The Council at its September 22 meeting received and referred a petition from Mr. John Hannan on behalf of the Amran Shrine Circus (Attachment 1).  The petition requested funding that would provide free tickets to the Amran Shrine Circus for children with special needs.  Enactment of the attached budget ordinance would contribute $200 to the Amran Shrine Circus.

 

DISCUSSION

 

At the September 22 meeting, a Council member requested that staff determine whether this event would be compatible with the Council’s resolution regarding the treatment of wild or exotic animals (Attachment 2).  Mr. Hannan was contacted by staff and forwarded a copy of Chapel Hill’s policy regarding the treatment of animals.  He has assured us that the Amran Shrine Circus has in the past and will continue to comply with local and State regulations regarding the treatment of circus animals.

 

Mr. Hannan has indicated that should funding be approved, the Amran Shrine Circus will provide a number of free tickets to the circus to the Town for distribution to those who might otherwise not have an opportunity to attend.  Mr. Hannan noted that the Town would have the option of distributing the tickets to the group, organization, or individuals of its choice.

 

We suggest that in future the Amran Shrine Circus submit funding requests to the Human Services Advisory Board for consideration during budget deliberations, following the established  guidelines set by the Council.

 

Enactment of the attached ordinance would contribute $200 to the Amran Shrine Circus.  We have been told by Mr. Hannan that the City of Raleigh, the Town of Cary, and the City of Durham each have contributed this amount.

AN ORDINANCE TO AMEND “THE ORDINANCE CONCERNING APPROPRIATIONS AND THE RAISING OF REVENUE FOR THE FISCAL YEAR BEGINNING JULY 1, 2003” (2003-10-27/O-6)

 

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2003” as duly adopted on June 9, 2003, be and the same is hereby amended as follows:

ATTACHMENT 2

 

 

A RESOLUTION MAKING THE ORANGE COUNTY ORDINANCE PROHIBITING THE DISPLAY OF WILD OR EXOTIC ANIMALS EFFECTIVE WITHIN THE LIMITS OF THE TOWN OF CHAPEL HILL IN ORANGE COUNTY (2001-10-10/R-5a)

 

WHEREAS, the Committee for Human and Animal Safety petitioned the Council on September 24, 2001, requesting that the Council adopt an ordinance similar to an Orange County ordinance prohibiting the display of wild or exotic animals; and

 

WHEREAS, Orange County passed the ordinance prohibiting the display of wild or exotic animals on August 14, 2001; and

 

WHEREAS, North Carolina General Statute § 153A-122 permits the Town, by resolution, to apply any county ordinance within the Town; and

 

WHEREAS, adoption of this resolution would make the Orange County ordinance effective within the Town limits of Chapel Hill in Orange County;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Orange County Ordinance prohibiting the display of wild or exotic animals hereby be made effective within the limits of the Town of Chapel Hill in Orange County.
