SUBJECT:       Budget Ordinance for 2nd Year Crime Commission Grants and Matching Funds

The attached budget ordinance would amend the current Grant Fund budget to account for matching funds for four Governor’s Crime Commission Grants and the 2nd year grant allocation for two of those grants.  Local match requirements for these grants would come from Appropriated Fund Balance in the General Fund and would total $47,914.

 

BACKGROUND

 

On April 26, 2004, the Council approved resolutions accepting two grants from the Governor’s Crime Commission, one for mapping and analyzing crime maps and one for hiring a bilingual Victim Specialist to serve Hispanic victims of domestic violence, sexual assault and stalking in Chapel Hill and Carrboro.  Both grants are dispersed over two years beginning July 1, 2004.  The Town is required to provide a local match of $16,045 and $18,899, respectively for the two grants. 

 

In addition, 2004-05 is the second year of two additional Governor’s Crime Commission Grants, one for Internet-based Crime and another for Criminal Information Sharing.  The Council approved resolutions accepting these two grants on August 25, 2003, and June 24, 2002, respectively.  The second year of the Internet-based Crime Grant is $34,050 with an additional matching requirement of $11,350 for a total budget of $45,400.  The second year of the criminal information sharing grant funds $4,866 with an additional matching requirement of $1,622.

 

RECOMMENDATIONS

 

That the Council enact the attached budget ordinance for four Governor’s Crime Commission grants and the local match for those grants.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2004” as duly adopted on June 14, 2004 and the same is hereby amended as follows:
