SUBJECT: Town Applications for the 2005-2006 Community Development and HOME Programs

Attached for the Council’s consideration are two grant proposals for submittal to the U.S. Department of Housing and Urban Development. The Council held public hearings on these grant proposals on January 26, and March 23, 2005. Also attached for the Council’s consideration is the 2005–2010 Consolidated Plan for Housing and Community Development Programs in Orange County, NC.
Agenda item 7a details a recommended plan for $685,977 of 2005–2006 Community Development funds. Adoption of Resolution R-10 would approve activities for the 2005- 2006 Community Development Program.
Agenda item 7b details a recommended 2005-2006 HOME Program Plan. The HOME Program Review Committee consisting of elected officials and staff of Chapel Hill, Carrboro, Hillsborough and Orange County has developed a plan for $978,896 of federal HOME Program funds and local match funds. Adoption of Resolution R-11 would approve the activities of the 2005–2006 HOME Program.
Agenda item 7c is a draft 2005–2010 Consolidated Plan. The U.S. Department of Housing and Urban Development (HUD) requires all jurisdictions that receive federal Community Development and Federal HOME Program funds to submit one application package called the Consolidated Plan. This year, we have prepared a new five-year plan for HUD’s consideration. In addition, information on the Town’s 2005-2006 Capital Fund Grant for public housing activities is included in the Consolidated Plan for reference. The Consolidated Plan must be approved by all participating jurisdictions before it is submitted to the U.S. Department of Housing and Urban Development on May 13, 2005. Adoption of Resolution R-12 would authorize submission of the 2005-2010 Consolidated Plan for Housing and Community Development Programs in Orange County, NC.
Public Housing Capital Fund
On April 11, 2005, the Council approved a plan for use of $530,600 of federal Capital Fund Grant program funds for renovation of public housing. Funds will be used to renovate the Airport Gardens and North Columbia Street public housing communities.
In total, $1,664,873 of federal funds is available to the Town for housing and community development activities. Please see Attachment 1 for a chart that summarizes requests received and activities recommended for funding from the U.S. Department of Housing and Urban Development grants including the Community Development and HOME Programs.
