SUBJECT:       Response to a Petition Regarding Location of No Parking Sign on Nuttree Lane

The following information responds to a request submitted by a resident of Nuttree Lane requesting relocation of a No Parking sign on Nuttree Lane near Brannon Court.  Please refer to the attached map (Attachment 1).

 

We do not recommend relocation of the No Parking sign as requested by the petitioner.

 

BACKGROUND AND DISCUSSION

Nuttree Lane is 26 feet wide, paved, with curb-and-gutter and with a sidewalk on one side.  The posted speed limit is 25 mph.  On-street parking is currently allowed on the north side and prohibited on the south side of Nuttree Lane.

In response to a resident request, the Town Council at its April 25, 2005 meeting, approved no parking anytime within 75 feet of the intersection of Nuttree Lane and Brannon Court.  Mr. Benji Kelly of 108 Nuttree Lane attended the meeting and informed the Council that he will be the only resident who will be affected by the proposed parking restrictions, but indicated his support to improve the safety within the intersection.  He requested that the Council direct the Town staff to relocate the existing No Parking sign in front of his house to conform with the ordinance.   The Town staff relocated the sign in accordance with the ordinance approved by the Council.  A copy of the April 25 Council report is provided in Attachment 2. 

The Town Council, at its May 23, 2005 meeting, received a petition from resident of 107 Nuttree Lane requesting that the No Parking sign located in front of the house located at 108 Nuttree Lane be moved to 105 feet from Brannon Court.  In the petition, the resident indicated that allowing parking within 105 feet of the intersection would create unsafe traffic conditions.  The resident also indicated that it is difficult for them to back out of their driveway since vehicles park on the opposite side of the street from their driveway.  A copy of the petition is provided in Attachment 3.

We also received an e-mail letter from Mr. Kelly of 108 Nuttree Lane and several other residents (Attachment 4) objecting to the relocation of the No Parking sign. 

Town staff conducted field observations during the week of May 30 and found that the parking restrictions within 75 feet of the intersection improved the sight distance for the motorists.  We observed two cars parked on the north side of Nuttree Lane opposite the 107 Nuttree Lane driveway.  However, we do not think that the parked cars created a traffic hazard.  We also do not believe that access to the house located at 107 Nuttree Lane is limited due to the parked vehicles.   This is a typical configuration of on-street parking on residential streets throughout the Town.  We have included several photos of the intersection in Attachment 1.

CONCLUSION

 

We believe that the parking restrictions within 75 feet of the intersection improved the traffic circulation on Nuttree Lane at Brannon Court.  We do not believe that the parking restrictions on the north side of Nuttree Lane should be extended further as there is no evidence to support a traffic problem.
