SUBJECT:       Filling of Vacancies on the Bicycle and Pedestrian Advisory Board

The Bicycle and Pedestrian Advisory Board request that the Town Council consider an amendment to the Town Code regarding appointments and filling of vacancies on the Board which would provide a way to fill the vacant Durham/Chatham County member seat.

 

BACKGROUND

 

In June, the Bicycle and Pedestrian Advisory Board member seat for either Durham County or Chatham County became vacant

 

On September 27, 2005 the Board considered ways to fill the current vacancy when there were no suitable candidates. (Please see Summary of Bicycle and Pedestrian Advisory Board Action Attachment 1).

 

The Board supports the purpose of having member seats from locations neighboring the Town to encourage regional understanding and connectivity of facilities. However, the Board wishes to avoid a prolonged period of time with a vacant member seat.

 

The Board suggests that after advertising and a suitable waiting period, the Town Council allow a Chapel Hill resident to fill the vacant seat if there is no eligible applicant considered suitable. Then when a Chapel Hill seat becomes vacant if there is an eligible Durham/ Chatham County applicant at that time, the Town Council could appoint that person.

 

The Board understands that a similar provision exists for filling member seats for public housing on the Housing and Community Development Advisory Board.
