subject: Appointment of Council members to the Inclusionary Zoning Task Force, Orange County Air Quality Advisory Committee, and the Orange County Transfer of Development Rights Task Force

PURPOSE

The purpose of this report is to appoint Council members to the Inclusionary Zoning Task Force, Orange County Air Quality Advisory Committee, and the Orange County Transfer of Development Rights Task Force.

BACKGROUND

In its June 27 report, the Council Committee suggested that the Inclusionary Zoning Task Force consist of approximately 15 to 18 persons. On October 10, the Council appointed nine members to the Task Force.  Tonight, the Council may make appointment of two Council members by adopting the attached resolution.

The Clerk to the Orange County Board of Commissioners contacted the Town Clerk’s Office for the Town of Chapel Hill requesting appointment of members to the Orange County Air Quality Advisory Committee (see Attachment 1).  This Committee will be comprised of elected officials, citizens at-large, and energy industry representatives from Orange County, and the Towns of Chapel Hill and Carrboro.  In an appointment item the Council may appoint the citizens at-large, and energy industry representatives.  Tonight, the Council may make appointment of a Council member by adopting the attached resolution.

The Orange County Board of Commissioners is requesting that the Town of Chapel Hill appoint a Council member to serve on the Orange County Transfer of Development Rights Task Force (see Attachment 2).  Tonight, the Council may make appointment of a Council member by adopting the attached resolution.

RECOMMENDATION

That the Council adopt the following resolutions to appoint Council members to the Inclusionary Zoning Task Force, Orange County Air Quality Advisory Committee, and the Orange County Transfer of Development Rights Task Force.

A RESOLUTION TO APPOINT COUNCIL MEMBER(S) TO THE INCLUSIONARY ZONING TASK FORCE (2005-10-24/R-10)

BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council appoints Council Member                                                           and Council Member                                                              to the Inclusionary Zoning Task Force.

A RESOLUTION TO APPOINT COUNCIL MEMBER(S) TO THE ORANGE COUNTY AIR QUALITY ADVISORY COMMMITTEE (2005-10-24/R-11)  

WHEREAS, the Orange County Board of Commissioners has requested that a Town of Chapel Hill Council member be appointed to the Orange County Air Quality Advisory Committee;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council appoints Council Member                                                                      to serve on the Orange County Air Quality Advisory Committee.

A RESOLUTION TO APPOINT COUNCIL MEMBER(S) TO THE ORANGE COUNTY TRANSFER OF DEVELOPMENT RIGHTS TASK FORCE (2005-10-24/R-12)

WHEREAS, the Orange County Board of Commissioners has requested that a Town of Chapel Hill Council member be appointed to the Orange County Transfer of Development Rights Task Force;

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council appoints Council Member                                                                      to the Orange County Transfer of Development Rights Task Force.
