SUBJECT: Ordinance Establishing a Position Classification and Pay Plan, Effective July 1, 2000

SUMMARY
Adoption of the attached ordinance would establish the Classification and Pay Plan for the new fiscal year, effective July 1, 2000. This recommended ordinance includes recommended new positions as explained in the Manager's Recommended Budget and discussed in budget work sessions.
A companion ordinance which follows as the next agenda item, is recommended to be effective October 13, 2000 and includes changes to the salary schedule and to titles and grades of employees based on the consultant’s market study recommendations.
DISCUSSION
SECTION IV of the Classification and Pay Ordinance, Part C changes: The recommended Classification and Pay Ordinance incorporates the following changes from the present Pay Plan, which was effective November 1, 1999:
Fire Department: 6 full-time positions -- 3 Fire Captains and 3 Firefighters -- are added in the 4th quarter.
Public Works Department: The number of positions in the Sanitation Division does not reflect the position reduction for curbside collection; those recommended changes would be brought to Council for consideration in mid-year when the new system is to be implemented.
Parks and Recreation Department: Reflects recommended reorganization to convert 1 currently vacant Recreation Specialist II position (full-time at 37.5 hours a week) and 1 part-time Events Assistant (part-time at 20 hours a week) into 2 part-time Recreation Specialist I’s at 30 hours each. The recommended changes can be accommodated within the Department’s 2000-2001 budget and would enable to Department to more effectively plan and implement its many special events, and teen, pottery, and other programming.
Transportation Department: 1 full-time Mechanic II and 1 full-time Service Attendant position added.
Solid Waste: Former positions in Recycling and Landfill Operations are deleted, following the transfer in March of the Solid Waste Department to Orange County.
SECTION IV of the Classification and Pay Ordinance, Part D Changes: Section D lists titles and numbers of positions for the most frequently used contract / temporary positions. Changes in salaries are recommended to allow a more competitive salary for temporary positions that have been difficult to fill. For example,
- the salaries of summer Library Pages are recommended to increase from $5.75 to $6.25 per hour in order to be able to attract and fill these positions.
- a variety of positions working at the two swimming pools, such as Lifeguard, Assistant Pool Manager, Pool Manager, and Swim Instructor, are consolidated into one broad title of Aquatic Specialist.
- the salary range for Recreation Program Assistants are recommended to increase from $5.75 - $10 an hour to $6 -$15 per hour.
- Day Camp Counselor and Director positions are recommended to be retitled “Activity Specialist” and “Activity Director”, and the ranges of these positions are recommended to increase by $1 an hour.
- the minimum salary for Relief Crisis Counselor positions is recommended to increase from $13 to $15 an hour, reflecting the salary relationship with full-time regular Crisis Counselors.
RECOMMENDATION
That the Council adopt the attached ordinance, effective July 1, 2000.
