SUBJECT: Town Applications for the 2002-2003 Community Development, HOME and Capital Fund Grant Programs

Attached for the Council’s consideration are three grant proposals for submittal to the U.S. Department of Housing and Urban Development. The Council held public hearings on these grant proposals on January 29 and March 26, 2002. Also attached for the Council’s consideration is a draft Annual Update of the 2000–2005 Consolidated Plan.
Agenda item 10a is a draft Annual Update of the 2000 – 2005 Consolidated Plan. The U. S. Department of Housing and Urban Development requires all jurisdictions that receive federal Community Development and Federal HOME Program funds to submit one application package called the Consolidated Plan. The Annual Update must be approved by all participating jurisdictions before it is submitted to the U.S. Department of Housing and Urban Development on May 15, 2002. Adoption of Resolution R-15 would authorize submission of the 2002-2003 Annual Update to the 2000-2005 Consolidated Plan.
Agenda item 10b details a recommended plan for $461,000 of 2002–2003 Community Development funds. Adoption of Resolution R-16a would approve activities for the 2002- 2003 Community Development program. Adoption of Resolution 16b would express the Council’s intent to consider budgeting $83,000 of 2003-2004 Community Development funds to Habitat for Humanity for infrastructure improvements for its Rusch Road subdivision.
Agenda item 10c details a recommended 2002-2003 HOME Program Plan. The HOME Program Review Committee consisting of elected officials and staff of Chapel Hill, Carrboro, Hillsborough and Orange County has developed a plan for $663,217 of federal HOME Program funds and local match funds. Adoption of Resolution R-17 would approve the activities of the 2002–2003 HOME Program.
Will be considered at the Council’s May 13, 2002 meeting.
