SUBJECT:       Acceptance of Chapel Hill Survey Manuscript Preparation Grant

 

DATE:             May 13, 2002

 

The adoption of the attached resolution and budget ordinance would authorize the Town Manager to sign a grant agreement with the State Historic Preservation Office to accept a 2002-2003 Historic Preservation Fund Grant of $7,500, with the Chapel Hill Preservation Society providing $7,500 in matching funds.  No Town funds will be needed or used for this project.

 

We note that the Chapel Hill Preservation Society has been working cooperatively with the Town on the execution and funding of this project.  A letter from the Society is included as Attachment 1.

 

BACKGROUND

 

The Town is currently the recipient of a grant from the State Historic Preservation Office to conduct an architectural and historic survey.  The survey data gathering is expected to be completed in September 2002.  The survey will involve accurate recordation and documentation by a consultant of the architectural features in the three existing local historic districts, and a portion of the University of North Carolina campus. Significant and potential historic resources, including neighborhoods outside of the existing local historic districts and neighborhoods that have not been examined in the past, are to be identified and inventoried. 

 

DISCUSSION

 

The proposed project involves preparation of a manuscript for a publication of the architecture and history of the Town of Chapel Hill and the old campus of the University.   

 

The project consists of:

 

-         Revision of the main essay of the architectural and historic survey into a manuscript suitable for publication;

 

-         Any additional research necessary to enhance the descriptions of key buildings to be featured in the publication; and

 

-         Selection and ordering for printing all photographs to be included in the publication.

 

It is not within the scope of this project to include the printing of the publication. 

 

The products are to be completed in such a condition that the Town of Chapel Hill and the Preservation Society of Chapel Hill can work directly with a graphic designer and printer on production of a finished publication.  We understand the Preservation Society intends to oversee the printing and publication and to market a “coffee table” book with the proceeds to go to the Preservation Society.

 

NEXT STEPS

 

If the Council authorizes the Town Manager to sign a grant agreement with the State Historic Preservation Office and the Preservation Society provides the $7,500 in matching funds, the next step would be to solicit proposals for a qualified consultant to prepare the manuscript.  The State Historic Preservation Office maintains a list of qualified consultants who have had experience in assisting North Carolina communities with such projects.

 

The consultant would prepare the publication manuscript with input and assistance from the State Department of History and Archives.  The roles of the Historic District Commission and Preservation Society would be to facilitate the work of the consultant and communicate with neighborhoods about the process.  It is anticipated that a committee, made up of Historic District Commission members and Preservation Society members would work with the consultant.

 

We believe that the work could begin by September 2002. The project must be completed by August 31, 2003.

 

RECOMMENDATION

 

Manager’s Recommendation: That the Council adopt the attached resolution and budget ordinance authorizing the Town Manager to execute the Grant Agreement and the Certificate of Matching Share Form.

A RESOLUTION AUTHORIZING THE TOWN MANAGER TO INDICATE ACCEPTANCE OF THE 2002-2003 HISTORIC PRESERVATION FUND GRANT BY SIGNING THE GRANT AGREEMENT AND THE CERTIFICATION OF MATCHING SHARE FORM  (2002-05-13/R- 10)

 

WHEREAS, the Town of Chapel Hill, through the Comprehensive Plan Goals and Objectives, has stated the goal of conserving and enhancing areas, sites, and structures of special visual, architectural or historical value; and

 

WHEREAS, the Town, through the Comprehensive Plan, has stated the goal of conserving and enhancing the natural beauty and atmosphere of Chapel Hill; and

 

WHEREAS, preparation of an architectural and historic manuscript would help the Town achieve these goals; and

 

WHEREAS, the Chapel Hill Preservation Society has agreed to help in implementation and funding; and

 

WHEREAS, the Chapel Hill Preservation Society has agreed to provide the Town of Chapel Hill $7,500 for funding this project and cover any unanticipated cost overruns;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council authorizes the Town Manager to indicate acceptance of the 2002-2003 Historic Preservation Fund Grant by signing the Grant Agreement and the Certification of Matching Share.

BE IT ORDAINED by the Council of the Town of Chapel Hill that the Budget Ordinance entitled “An Ordinance Concerning Appropriations and the Raising of Revenue for the Fiscal Year Beginning July 1, 2001” as duly adopted on June 25, 2001 be and the same is hereby amended as follows:
