SUBJECT:       Durham-Chapel Hill-Carrboro 2025 Regional Transportation Plan Status

On September 9, 2002, the Council reviewed the five Tier 3 2025 Regional Transportation Plan alternatives, providing the Durham-Chapel Hill-Carrboro Transportation Advisory Committee with a recommendation on a draft Preferred Alternative (Attachment 1).  The Transportation Advisory Committee approved a draft preferred alternative on September 18, 2002 (Attachment 2).

 

In the September 9, 2002 memorandum, staff indicated that the Council would be asked to comment on the preferred alternative at its October 21, 2002 meeting. The Transportation Advisory Committee has scheduled a public hearing on the draft preferred alternative on October 17, 2002 in Durham. We note that the draft preferred alternative adopted by the Transportation Advisory Committee on September 18, 2002, included all the elements recommended by the Council on September 9, 2002. We believe that the Council’s September 9, 2002 recommendations are adequate for the Transportation Advisory Committee’s development of a fiscally constrained preferred alternative

 

We note that the Transportation Advisory Committee will be asked to adopt a fiscally constrained preferred alternative on October 23, 2002.  At that time the Committee will open a 45-day public comment period on the fiscally constrained preferred alternative.

 

If the Council does not object, we will submit the fiscally constrained preferred alternative to Town advisory boards for comment in November and request Council recommendations on November 25, 2002.  The Transportation Advisory Committee is expected to adopt a final fiscally constrained preferred alternative on December 11, 2002.
