SUBJECT: Proposed Changes in Existing Metered On-street Parking Spaces on West Franklin Street between Roberson Street and Graham Street

The following information responds to a written request from the Chapel Hill-Orange County Visitors Bureau for changes in the existing metered on-street parking spaces in the vicinity of Bureau offices on the south side of West Franklin Street between Roberson Street and Graham Street. Attachment #1 is a map of the request location and Attachment #2 is a copy of the request.
The attached ordinances would change the existing metered spaces to one 2-hour time limit handicapped parking space and three 30-minute time limit standard parking spaces on West Franklin Street in front of the Visitors Bureau at 501 West Franklin Street. The Manager recommends adoption of the attached ordinance.
Four metered parking spaces exist on the south side of West Franklin Street in front of the 501 and 503 buildings between Roberson Street and Graham Street. The 503 building houses the Orange County Skills Development Center. Our field investigation indicates that these metered spaces are typically not occupied except during the lunch hour. We think that changing these spaces to a 2-hour time limit handicapped space and three 30-minute time limit standard spaces would benefit visitors to the Bureau and the Skills Center as well as nearby businesses by assuring reasonable turnover of the parking spaces during business hours. Based on the current parking characteristics, we do not think that the proposed changes would have a detrimental effect on current users of the spaces.
We have conferred with the Town Parking Services staff, and they concur with the changes.
That the Council adopt the attached ordinances that would establish one 2-hour time limit handicapped space and three 30-minute time limit standard spaces on West Franklin Street between Roberson Street and Graham Street in the vicinity of the Orange County Visitors Bureau offices at 501 West Franklin Street.

ORDINANCE A
AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING PARKING METER ZONES (2002-11-11/O-7a)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-29 of the Town Code of Ordinances, “Parking meter zones” is hereby amended by deleting the following:
“Street Side From To
West Franklin
Street South Mallette Street Graham
Street”
Section 2. Section 21-29 of the Town Code of Ordinances, “Parking meter zones” is hereby amended by adding the following in appropriate alphabetical order:
“Street Side From To
West Franklin Street South Mallette Street Roberson Street”
Section 3. This ordinance shall become effective December 23, 2002.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING PARKING SPACE RESERVED FOR HANDICAPPED INDIVIDUALS (2002-11-11/O-7b)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. Section 21-36 of the Town Code “Parking space reserved for handicapped individuals” is hereby amended by adding a new subsection to read as follows:
“(9) A parking space on the south side of West Franklin Street from a point approximately thirty (37) feet west of the back-of-curb of Roberson Street to a point fifty nine (59) feet west of the back-of-curb of Columbia Place Drive.”
Section 2. This ordinance shall become effective December 23, 2002.

AN ORDINANCE AMENDING CHAPTER 21 OF THE TOWN CODE OF ORDINANCES REGARDING STOPPING, STANDING AND PARKING (2002-11-11/O-7c)
BE IT ORDAINED by the Council of the Town of Chapel Hill as follows:
Section 1. A new Section 21-27.2.4, Chapter 21 is hereby added to the Town Code to read as follows:
