SUBJECT:       Report to the Council on Principles and Priorities for Use of Parking Lots 2 and 5

Attached for your consideration is a proposed document, “Principles and Priorities for Use of Parking Lots 2 and 5.”  This document is the result of work done by the Council Committee on Parking Lots 2 and 5 as discussed in a series of four meetings in the fall of 2002. 

 

BACKGROUND

 

On June 10, 2002, the Council held a work session on options for the potential future development of Parking Lots 2 and 5.  At that time, the Council established a Committee on Parking Lots 2 and 5 to explore options and parameters for the Council’s consideration.  Subsequently, the Council Committee met four times, on September 9, September 23, October 9, and November 11, 2002.

 

DISCUSSION

 

The first section of the document proposes refinements to the four basic principles adopted by the Town Council  on June 10, 2002.  As we conducted our deliberations on more specific principles, the Committee found that we would like to bring forward these refinements of the basic principles for the Council’s consideration.  A comparison of the original language from June 10, 2002 authorized by the Council and the new suggested language is included in Attachment 1.

 

The second section of the document organizes the principles and priorities by subject area, beginning with general principles, followed by specific topic areas, such as “parking” or “housing.”

 

We envision this document being used in the process of soliciting financially feasible development proposals (see accompanying memorandum on options from the Town Manager).  As stated in the preamble to the document, these principles and priorities are intended to set forth broad parameters for the future development of Parking Lots 2 and 5.  The goal of the Committee was to set forth flexible principles that would result in creative proposals for these Town-owned properties.


RECOMMENDATION

 

We recommend the Council adopt the attached resolution approving the document, “Principles and Priorities for Use of Parking Lots 2 and 5.”

A RESOLUTION APPROVING PRINCIPLES AND PRIORITIES FOR USE OF PARKING LOTS 2 AND 5 (2003-02-24/R-12)

 

WHEREAS, the Town Council appointed a Committee on Parking Lots 2 and 5 to develop options and parameters for the future development of Parking Lots 2 and 5 in downtown Chapel Hill; and

 

WHEREAS, the Town Council has reviewed the principles and priorities as identified by the Committee;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby approves the document, “Principles and Priorities for Use of Parking Lots 2 and 5” as contained in Attachment 2 of the Memorandum from the Council Committee on Parking Lots 2 and 5 dated February 24, 2003, for use by the Town Council in a process of soliciting financially feasible development proposals for the sites.
