SUBJECT: Resolution Allocating Funding for Regional Landfill Study

Adoption of the attached resolution would allocate $1,000 from the Council’s contingency account toward a study to explore a regional landfill proposal.
BACKGROUND AND DISCUSSION
The Triangle J Council of Governments has brought forward the attached request regarding possible Town participation in a regional landfill study. The Triangle Region Solid Waste Planners Committee has discussed with Chatham County and its consultant, HDR, the expansion of Chatham County’s current contract for integrated solid waste management planning by HDR to include an exploration of a regional landfill (Attachment 1). The total cost of the study is $18,000, of which $3,000 is still needed.
Several other area local governments have agreed to make a financial contribution, or are considering the request (please see Attachment 2). The Triangle J Council of Governments has requested that the Town contribute $1,000 toward the effort. This issue was a subject at the March meeting of the Triangle Area Mayors. In order to satisfy the $3,000 balance needed for the project, Raleigh Mayor Charles Meeker agreed that Raleigh would fund $2,000 of this amount. I agreed to request that the Chapel Hill Town Council fund the final $1,000. Attachment 2 provides a more detailed listing of participants.
RECOMMENDATION
I recommend adoption of the attached resolution, allocating $1,000 from the Council’s contingency account.

A RESOLUTION AUTHORIZING THE ALLOCATION OF $1,000 FROM COUNCIL CONTINGENCY TOWARD A STUDY TO EXPLORE A REGIONAL LANDFILL PROPOSAL (2003-04-14/R-7.1)
WHEREAS, the Triangle Region Solid Waste Planners Committee has discussed the exploration of a regional landfill study; and
WHEREAS, the total cost of such a study would be $18,000; and
WHEREAS, at the March meeting of the Triangle Area Mayors, it was requested that Chapel Hill contribute $1,000 toward such a study;
NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Council hereby authorizes the allocation of $1,000 from the Council contingency account to assist with funding the regional landfill study.
