SUBJECT: Response to Voter Owned Election Petition

Attached is the agenda item from the March 24, 2003, Town Council meeting responding to a petition proposing a program for Town financial assistance to candidates for Town elective office. Due to the length of the Council’s March 24 meeting this item was not reached.
On April 1, 2003, the Superior Court of Wake County issued a decision in the case involving the Town of Cary’s program providing assistance to candidates for elective office in Cary. Attached is a report on that case.
On April 2, 2003, a bill was in the North Carolina Senate that would allow local governmental campaign finance programs and not make them subject to monetary limits set for private campaign contributions. A copy of the bill is attached.
