SUBJECT:       Resolution Establishing Basis for Future Salary Increases for Mayor and Town Council Members

SUMMARY

 

The attached resolution would establish a basis for future annual salary increases for the Mayor and Town Council Members based on a standardized index amount, as requested by the Council.

 

DISCUSSION

 

At the April 30, 2003 Budget Work Session, Council Members discussed a mechanism by which Council compensation could be maintained at a reasonable rate. Several indices were discussed for calculating an annual increase for Mayor and Council Member salaries. These included the Consumer Price Index, the amount by which Town pay is increased annually, and the percentage amount of raises recommended for Town employees each year. The Council selected the index which would be based on the percentage amount of the raises recommended for Town employees each year.

 

The Council requested that a survey be conducted of the area organizations designated as the comparison group for the Town; that survey is enclosed as Attachment 1.

 

The attached resolution (Attachment 2) would authorize the Manager to use this information to calculate an annual amount of increase for salaries of the Mayor and Council Members.  Costs to implement these increases would be included in the Manager’s Recommended Budget and decisions on these increases would be made by the Council a part of the normal budget process.

 

RECOMMENDATION

 

That the Council consider the attached resolution.

A RESOLUTION ESTABLISHING A BASIS FOR FUTURE SALARY INCREASES FOR THE MAYOR AND COUNCIL MEMBERS (2003-05-21/R-1)

 

BE IT RESOLVED by the Council of the Town of Chapel Hill that the following policy will apply in setting salaries of the Mayor and Town Council Members:

 

(1)     The Council directs the Town Manager to determine the annual percentage amount by which pay of Town employees would increase during the upcoming fiscal year.

 

(2)     This data will be used by the Manager to calculate an annual percentage increase in the salaries of the Mayor and Town Council Members.

 

(3)     Funds to implement these increases will be included in the Manager’s Recommended Budget.  Unless directed otherwise by the Council,  changes in Mayor and Council salaries will be included in the annual “Ordinance Adopting a Position Classification and Pay Plan” considered by the Council as a part of the budget process.

 

(4)     Salary policies are subject to modification by Council at the time any budget is adopted or at other times as determined by the Council.

 

Previous policies or resolutions in conflict with this resolution are hereby repealed.
