SUBJECT:       Recommended Classification and Pay Changes

PURPOSE

 

The purpose of this memorandum is to present recommended position classification grade, title and departmental changes for selected Town positions. Enactment of the attached Ordinance would revise the Town Position Classification and Pay Plan to implement these changes effective July 1, 2008. Additionally, we recommend enactment of the additional Ordinance which would revise the Town Position Classification and Pay Plan to implement a 3% increase for eligible employees effective October 1, 2008. 

 

DISCUSSION

 

Pay Grade, Title and Department Changes Proposed

 

Public Works/Inspections: Public Works acquired oversight of the Inspections Department on February 1, 2008. The former Inspections Department is now a division within the Public Works Department.  While many of the tasks of the division remain the same, a restructuring of the leadership responsibilities is required. We recommend the reclassification of two positions as part of the restructuring of this division – one to reflect the change from an assistant department director to a division head, the other to achieve an effectiveness goal, a chief building inspector to coordinate all plan reviews within Inspections.  We will also eliminate the Director of Inspections position from the department.

 

Business Management/Information Technology: The creation of the Business Management Department combined the former Finance and Information Technology departments. Several position title and pay grade changes, as well as two new positions improve the effectiveness of the realigned department and provide additional resources to support organizational technology.

 

Communications and Public Affairs (CaPA): CaPA has continued to acquire more responsibilities and oversight of Town- wide communications, both internally and external.  We recommend the reclassification of the Director’s position to reflect these additional responsibilities and ensure internal equity with the other Town Directors.

 

Manager’s Office: The Public Arts Program is now part of the Manager’s Office and includes the Public Art Administrator position. We recommend the addition of one full time position to the Public Arts program in the Town Manager’s Office to facilitate the current second employee’s transfer until a decision is made about his permanent status.

 

RECOMMENDATIONS TO TOWN COUNCIL

 

Reclassification and renaming of the Assistant Director – Inspections, pay Grade 42, to Building Inspections Manager, pay Grade 44, and one Inspector position, pay Grade 35-37 to Chief Building Inspector (plan reviewer), pay Grade 39.

 

Creation of an Assistant Director of Business Management/Finance (pay Grade 46) - This position will be responsible for the day to day operations of the Finance Division of the Business Management Department, including Accounting, Treasury, Accounts Payable/Payroll and Revenue Collection.  The salary for this position would come from a transfer of funds from Inspections that were formerly used for the department director position.

 

Reclassification of the Financial Reporting Manager, pay Grade 43, to Accounting Manager, pay Grade 44. The Accounting Manager will be responsible for, among other things, coordination and preparation for the annual audit, financial reporting, general ledger maintenance, grant reporting and financial compliance.    

 

Reclassification of the Administrative Analyst position, pay Grade 40, to Budget Manager, pay Grade 42.  The Budget Manager will be responsible for the operating budget and CIP processes, strategic budgetary planning in coordination with the strategic planning staff, and performance measurement.

 

Changing the Accounting Clerk position from a part-time 0.53 FTE position to full time (1.0 FTE) due to the increased volume of transactions and need for Business Management clerical support.

 

Changing the Accounting Services Manager position title to Financial Systems Administrator to more accurately describe the responsibilities of the position. No classification change is recommended at this time.

 

Increasing the range for the Accountant position from pay Grade 39/41 to pay Grade 39/43 in order to expand the career advancement potential and encourage retention of employees in hard to recruit positions.  

 

Addition of an Information Technology Analyst, pay Grade 37/39 to the Business Management Department. The position will support the Town Operations Center and the new Aquatic Center and will be funded by the three departments to be supported by this position.

 

Rename Director of Information Technology position to Deputy Business Management Director/Chief Information Officer to reflect the department’s new structure. The Deputy Director will continue to be the lead technology position in the Town and will serve as the second in command of the Business Management Department.

 

Addition of the Public Art Coordinator to the Town Manager’s Office at pay Grade 37 and change the Town ordinance to reflect this recommendation. Due to the transfer of funds from the Public Arts Commission budget to the Town Manager’s Office base budget, no increase in the 2008-2009 budget is required.

 

RECOMMENDATION

 

We recommend that the Council enact the attached ordinance (2008-06-09/O-12) to implement these changes effective July 1, 2008.  We also recommend that Council enact an ordinance (2008-06-09/O-13) effective October 1, 2008, to increase the salaries of eligible town employees in the amount of 3.00% annually.
