SUBJECT:      Dedication of a Sewer Easement on Town Property in the Northside Neighborhood off of McDougald Street

The Orange Water and Sewer Authority (OWASA) has requested that the Town dedicate a sewer easement across a portion of Town property. The easement would allow OWASA to close its Lloyd Street and Starlite Drive pump stations. Please see the attached letter from OWASA. Adoption of the attached resolution would authorize the Manager to dedicate a utility easement to OWASA.

 

BACKGROUND

 

OWASA currently operates two pump stations and associated force main sewer lines in the Northside neighborhood that it desires to close and replace with gravity sewer lines. Please see the attached maps.

 

DISCUSSION

 

It is OWASA’s goal to abandon as many pump stations as possible and replace them with gravity sewer lines. Gravity sewer lines are easier to maintain than pump stations and generally have fewer spills.

 

OWASA would abandon the force main sewer lines in place and replace them with about 2,200 linear feet of new pipe. The new alignment would require a 30 foot by 138 foot utility easement across one Town property that would consist of about .09 acres. Please see the attached sketch.

 

We have examined the area and agree that the sewer extension can be made with minimal impact to the property. We agree that the proposed location is the best site for a sewer line.

 

RECOMMENDATION

 

Manager’s Recommendation: That the Council adopt the following resolution authorizing the Manager to dedicate a sewer easement to OWASA, such easement being located on a Town property located west of McDougald Street and described as Chapel Hill Tax Map 7.94.B.6.

A RESOLUTION AUTHORIZING DEDICATION TO OWASA OF A SEWER EASEMENT ON LAND OWNED BY THE TOWN OF CHAPEL HILL, WHICH IS DESCRIBED AS CHAPEL HILL TAX MAP 7.94.B.6. (2005-09-12/R-5)

 

WHEREAS, OWASA has requested that the Town dedicate a sewer easement in order to allow OWASA to abandon two existing pump stations; and

 

WHEREAS, the proposed easement would allow OWASA to better meet its obligation to serve the public health and welfare; and

 

WHEREAS, the location of the easement would not adversely impact the quality of the Town property;

 

NOW, THEREFORE, BE IT RESOLVED by the Council of the Town of Chapel Hill that the Town Manager is authorized to transfer to OWASA a sewer easement approximately 138 feet in length by 30 feet wide located on Town land, which is identified as Chapel Hill Tax Map 7.94.B.6.
