SUBJECT:      Chapel Hill Museum Performance Measures

PURPOSE

 

Attached are proposed performance measures that will be applied as a condition to leasing the Old Library to the Chapel Hill Museum, as requested by the Council.  We will proceed to prepare a final form lease and execute it unless given other instructions by the Council. 

 

BACKGROUND AND DISCUSSION

 

On January 9, 2006, Mr. Larry T. Loeser, President of the Chapel Hill Museum Board of Directors, presented a petition to the Council on January 9, 2006, requesting a new 10-year lease of the property known as the Old Library on the same terms as the present lease, which expires on September 3, 2006. 

 

On March 6, 2006, the Council agreed to renew the Chapel Hill Museum’s lease for five years with a three-year review and with the requirement that periodic reports be provided to the Town Council (Attachment 2). The Town Manager was directed to work with the Museum to create performance measures for the reports that relate to the Council’s goals, especially for downtown. 

 

Since March, staff members have worked with members of the Museum Board of Directors to identify appropriate performance measures. 

 

Reports on the attached performance measures will be submitted to the Town Council quarterly;

 

We will proceed to execute the Museum lease, with provisions authorized by the Council on March 6, 2006, unless we receive different direction from the Council this evening.
