SUBJECT:      Consideration of Changes to On-Street Parking Regulations on San Sophia Drive and Telluride Trail

PURPOSE

 

The following information responds to a petition requesting that on-street parking be restricted to two-hour time limit between the hours of 7:00 a.m. and 4:00 p.m., Monday-Friday on both sides of San Sophia Drive and Telluride Trail.  Please refer to the attached area map (Attachment 1).

 

The attached ordinance would establish a two-hour time limit for parking between the hours of 7:00 a.m. and 4:00 p.m. Monday-Friday on both sides of San Sophia Drive and Telluride Trail excluding the existing no parking areas.

 

We recommend enactment of the attached ordinance.

 

BACKGROUND

At its May 22, 2006 meeting, the Town Council received and referred a petition from Ms. Christian Chan-Gilbert requesting that the Council consider restricting on-street parking to two-hour time limit between the hours of 7:00 a.m. and 4:00 p.m., Monday-Friday on both sides of San Sophia Drive and Telluride Trail.  A copy of the petition is provided in Attachment 2. 

Ms. Gilbert stated that she is the chairperson of the Parking/Signage Committee representing residences on San Sophia Drive and Telluride Trail. Ms. Gilbert also stated that student commuters and visitors of the East Chapel Hill High School regularly park on San Sophia Drive and Telluride Trail thus reducing available parking for residents and their guests.

Under the current parking regulations for San Sophia Drive and Telluride Trail, vehicles are permitted to park on both sides of the streets. At a previous meeting, the Council approved an ordinance eliminating the on-street parking within the intersection of San Sophia Drive and Telluride Trail to accommodate the fire and other emergency service vehicles.


DISCUSSION

We conducted field observations at various times on different days. We observed several drivers parking their vehicles along San Sophia Drive and Telluride Trail between the hours of 8:00 a.m. and 4:00 p.m. and leaving the neighborhood on foot to go to East Chapel Hill High School. 

We surveyed all residents on San Sophia Drive and Telluride Trail and solicited comments regarding the requested change in on-street parking regulations.  A copy of the survey form is provided in Attachment 3.  We mailed 41 survey forms and 33 responses were returned to us, 28 supporting and 5 opposing the requested change in on-street parking regulations.

Based on the survey results and our field observations, we recommend establishing two-hour time limit for parking between the hours of 7:00 a.m. and 4:00 p.m. Monday-Friday on both sides of San Sophia Drive and Telluride Trail excluding the existing no parking areas.

 

If the Council enacts the attached ordinance, Town staff will install the appropriate parking regulation signs and request enforcement activities in this area to the extent possible with available resources.

 

MANAGER’S RECOMMENDATION

 

The Manager recommends enactment of the attached ordinance that would establish two-hour time limit for parking between the hours of 7:00 a.m. and 4:00 p.m. Monday-Friday on both sides of San Sophia Drive and Telluride Trail excluding the existing no parking areas.
