PURPOSE
This is a follow-up report responding to a petition requesting that on-street parking be restricted to a three-hour time limit on several streets in Chesley Neighborhood Area.
Enactment of the attached ordinance would establish a three-hour time limit for parking between the hours of 8:30 am and 3:30 pm Monday through Friday on the following streets in the Chesley neighborhood.

At its June 27, 2007 meeting, the Town Council received and referred a petition from the Chesley Homeowners Association requesting that the Council consider restricting on-street parking to a three-hour time limit between the hours of 8:00 am and 4:00 pm, Monday through Friday on several streets in Chesley Neighborhood Area.
At the September 24, 2007 meeting, the Council received a staff report recommending the requested on-street parking regulations in Chesley Neighborhood Area. A copy of the September 24 Council report is provided in Attachment 1. At the meeting, the Town Council received an e-mail request (Attachment 2) from a citizen requesting that the on-street parking regulations in Chesley neighborhood be consistent with other neighborhoods in the area. The Town Council referred the item back to the Manager to develop a parking plan that is consistent with the parking regulations in the surrounding neighborhoods. The Town Council also requested that the staff contact the other area neighborhoods to implement consistent on-street parking restrictions.
Existing on-street parking regulations in the neighborhoods surrounding the school are provided below:
Neighborhood Parking Regulations
Chandler’s Green No Parking, 9:00 am – 4:00 pm, Monday through Friday
Silver Creek 2-Hour Restricted, 7:00 am – 4:00 pm, Monday through Friday
Cedar Falls Park 3-Hour Restricted, 8:30 am – 3:30 pm, Monday through Friday on School Days
Arcadia Ln Area Parking allowed on all streets
Chesley Parking allowed on all streets
A map showing the above areas is provided in Attachment 3.
As directed by the Town Council, we contacted several neighborhoods in the area (Chandler’s Green, Silver Creek, and Arcadia Ln Area) and they would not prefer to change their existing on-street parking regulations.
Staff from the Engineering Department, Police Department, and Parking Services Division met with the representatives of the Chesley neighborhood and asked them to consider parking restrictions consistent those in Cedar Park located in front of the school. The neighborhood association conducted another survey and agreed to a three-hour time limit for on-street parking between the hours of 8:30 am and 3:30 pm Monday through Friday on school days on Muir Lane, Sierra Drive, and Tamalpais Point.
The neighborhood does not want parking restrictions on Chesley Lane at this time. We received the revised petition from the Association (Attachment 4) supporting the above on-street parking restrictions.
Based on the new survey results and discussions with other neighborhoods, we recommend establishing a three-hour time limit for on-street parking between the hours of 8:30 am and 3:30 pm Monday through Friday on school days on Muir Lane, Sierra Drive, and Tamalpais Point. The recommended on-street parking restrictions are consistent with the restrictions in the Park.
RECOMMENDATION
We recommend that the Town Council enact the attached ordinance that would establish a three- hour time limit for on-street parking between the hours of 8:30 am and 3:30 pm Monday through Friday on school days on the following streets in the Chesley neighborhood.
