Council Member Greene:

 

3c.         Inclusionary Zoning (see attachment).

 

3d.         A Public Dialogue on Homelessness:  its root causes; what we can do to address it.

 

3e.         Environmental Issues:  revisiting the Tree Ordinance, especially to ban clearcutting (possibly using Raleigh’s model, for which they got legislation); adding to LUMO target standards for improved water quality in impaired streams; in general making a more concerted effort to think of Chapel Hill as an “ecocity.”  (See attachment.(.

 

3f.          Discussion of adoption of N. C. Rehabilitation Code (there’s a Statewide pilot project but Chapel Hill is not in it; this is a version of the building code that makes it easier to renovate old buildings, like possibly the ones on Franklin Street).  (See attachment.)

 

3g.         Updating inventory of historic resources (especially post-WWII architecture).

 

3h.         Supporting a public arts master plan.

 

 

Council Member Strom:

 

3j.          Stormwater Utility:  Discuss Council goals for this new entity.  Make a few policy calls for the scope of the charge and mission of this “body.”

 

3k.         Street Vendors:  Discuss pros and cons of street vendors in downtown, and process to evaluate proposals for establishing vendors.  Coordinate with Public Arts Commission?

 

3L.        Chapel Hill Transit’s Future:  Receive data on potential for a Chapel Hill Transit Master Plan and transit configurations – 20, 40, and 60 years out.

 

3m.        Rosemary Street:  Discuss strategies to reduce surface parking and make property available for redevelopment.

 

3n.         Fiscal Equity:  Open issues between Town and UNC –

·              fire protection,

·               on-street parking,

·              report from staff on additional items.

 

3o.         Town Fleet:  Set goals for increased gas/fuel efficiency.  Create a Chapel Hill Green Fleets Policy.

 

3p.         Carolina North:

·              OWASA’s relationship to Carolina North. Set a policy conversation with OWASA Board.

·              Council process for the Horace Williams Committee report.
