INTRODUCTION

 

Attached is a proposal for a Concept Plan for the Wesley Foundation Development Proposal. The Council has the opportunity tonight to hear this applicant’s presentation, receive a set of comments from the Historic District Commission, hear public comment, and offer suggestions to the applicant for consideration as further plans are drawn. At the conclusion of the evening’s discussion, we recommend that the Council adopt the attached Resolution transmitting comments to the applicant.

 

 

PROCEDURAL BACKGROUND

 

On January 27, 2003, the Council enacted a Land Use Management Ordinance requiring that the Council conduct a Concept Plan Review for proposed development meeting specific land or floor area thresholds.  Applications (other than in Town Center) meeting any of the minimum thresholds as shown below require Town Council review in addition to the Community Design Commission review:

BACKGROUND

 

The Historic District Commission reviewed the Concept Plan on December 13, 2007. Summary Minutes from that meeting are attached. The proposal reviewed by the Historic District Commission is different from the proposal before the Council tonight.

On January 28, 2008, the applicant received expedited processing. The Council granted expedited processing for the following reasons:

 

 

The Land Use Plan, a component of the Comprehensive Plan, identifies this site as “University.”

 

PROJECT DESCRIPTION

 

This Concept Plan proposal is for demolition of the existing building and construction of a four-story building with 148 beds, 70,000 square feet of floor area and 31 parking spaces. The 0.68-acre site is located in the OI-2 zoning district, and identified as Orange County Parcel Identifier Number 9788-35-4796.

 

ELEMENTS OF REVIEW

 

A Concept Plan is a preliminary step toward preparation of a formal development plan and application.  The Land Use Management Ordinance states that design and construction of site elements should include:

 

The Town Council and Historic District Commission, in examining Concept Plan proposals, are to consider the various aspects of design, with special emphasis on whether the proposed development is consistent with the Town’s Design Guidelines and the Goals and Objectives of the Town’s Comprehensive Plan. This development proposal does not meet land use intensity thresholds requiring Town Council review but the applicant has requested Town Council review of their Concept Plan proposal.

 

The Concept Plan review process does not involve staff evaluation of the proposal. Review of the submitted Concept Plan is conducted by the Community Design Commission (or, if the property is in the historic district, Historic District Commission), and in some instances, Town Council.

 

RECOMMENDATION

 

We recommend that the Council review this Concept Plan, receive comments from citizens, and adopt the attached Resolution transmitting comments to the applicant.
